Assumedly you have to make them think you are in the position to do some major purchasing. I got this deal from a thread in the AnandTech Hot Deals forums (forums.anandtech.com). I think if you max out the employee and budget and put <90 day time frame it will trigger it. However, it says they will call you to verify the information before you can get it for free...
